They have been doing this in the Philippines for at least 30 years, thst I know of!! Hell they made sandles and new shoes with tire treads!!
Back in the early 70s tire treads were used for sandles. This really is nothing New.

Not sure where the belt sander, volumes of rubber glue and power for the sander is going to be readily available from or renewable it will be in a legit SHTF situation
I had a pair of sandals made from tire tread when I was a little kid in the 70’s,took me 3 years to wear them out!!

My dad used to make sandals like this. He used laminated strips of inner tubes for the uppers and tire tread for the sole
